Science and research from North Rhine-Westphalia (NRW) are keys to meeting the grand challenges of the modern industrial society. To this end, conditions promoting innovation need to be created that allow knowledge to be implemented into marketable products and processes more quickly and that secure and expand technological and market leadership.

Competitions are an integral component of the EU-NRW Target-2  programme "Regional Competitiveness and Employment 2007-2013" (EFRF) of the federal state of North Rhine-Westphalia. They are the primary instrument for selecting high-quality innovative funding projects and for granting programme funding. The goal is to use the funded projects to substantially contribute to improving the competitiveness and innovative capacity of the economy in North Rhine-Westphalia and in turn, to support job creation. To this end, NRW is promoting projects in which companies and scientific institutions are demonstrating initiative and are also documenting this initiative with their own financial contributions. Project Management Jülich coordinates the competition procedures in the business area of technological and regional innovations.

The competitions are conducted in a two-step process. In the first step, the project must be presented in a detailed outline that is evaluated by an independent jury. In the second step, a formal application should be submitted for outlines that have been positively evaluated.
