Project funding is provided as part of funding or specialized programmes with the objective of achieving a high level of performance in research and development in selected areas according to international standards. Project managers support federal and state ministries in implementing their R&D programmes. The main focus of their work is providing specialist and administrative advice for applicants, preparing funding decisions, providing project support, and monitoring success. In addition, project managers advise the specialist departments of the ministries on scientific issues, support them with designing funding programmes and funding initiatives, also at the European and international level, and document the results of the project funding. This makes the project managers an important pillar of the German science system.

With around 640 employees, Project Management Jülich covers a broad range of topics. It combines scientific and structural expertise with administrative competence in a neutral manner independent of its own economic interests.

As a largely independent organizational unit of Forschungszentrum Jülich GmbH—with over 4,700 employees, one of Europe's largest scientific research centres—Project Management Jülich benefits from an excellent scientific environment and access to cutting-edge infrastructure facilities. Apart from Jülich, it has offices in Berlin and Warnemünde near Rostock.

In 2004, Project Management Jülich introduced a quality management system which is certified according to the DIN EN ISO 9001 standard.
